Description of the theft
The thief cut the staircase railing the the bike was locked too. They ended up stealing two bicycles (a black Mongoose mountain bike) because they were locked with two U-locks to the staircase railing inside the building. The green specialized has a USF parking permit on the inside of the frame and special locks for the seat and wheels.
