Description of the theft
Locked bike at rack by loading elevator on backside of HQ Apartments near Finnegans patio next to dog run. Woke Tuesday 08/04/2020 to find bike gone, asked apartment to look at video. Around 3-4am, a figure entered the frame with large bolt cutters, cut both cable locks off and rode off on the bike towards 8th Street.
