Description of the theft
Known Bike theif was at the site at the time of theft with second party. (2 persons 1 bike) in 15 mins. while I was 4 feet away inside of the building bike was taken. Known bike thief (KBT) returned soon after to retrieve his backpack that was left at site of theft to be "watched" by third indivivual who claimed he "did not see what happened" but that KBT "was up to no good over there"
