Description of the theft
Bike has been chained under the outside steel staircase, but was not completely out of view. The cable that was cut was a heavy duty one and so it most likely was done with a full size bolt cutter.
Security camera picked up theft being done at 12:49am. Thief was prepared as was wearing all black, a hoodie that was up, and since the camera could not make out face because of being dark, it seemed to be a black man. The thief did not intend to carry the bike into a vehicle because two cables had to be cut, one around the frame and staircase and one around the front wheel and the frame. So this theft was preplanned.
