Description of the theft
Bike locked to bike rack at main entrance to Safeway. There were observers, but the thief was so quick and smooth that the observers thought he was the owner. Observer said person had a tool, but took a couple of seconds to unlock the cable lock and ride away. Thief was white with a pony tail and tan pants. I arrived 15 minutes later.
