Description of the theft
Locked my bike on white railing at the intersection in front of the Target main entrance by the tunnel. I was in the store 5 minutes and saw my bike was stolen. An elderly woman at the scene (before and after my bike was stolen) refused to provide me eyewitness details. The store employee said Target would only release camera footage to the police.
