Bicycle detail

Security camera video shows that the suspect walked past the front of the building at 2:10pm. He is carrying a distinctive large backpack. The suspect is too far from the camera to identify the individual by face. The suspect walked to the outside bike rack where my bicycle was parked. He removed his backpack, took out a tool, and cut my thick cable lock. He put the lock and his tool into his backpack and rode off on my bike with my helmet hanging from the handlebar at 2:14pm.
