Description of the theft
Bike was locked to another electric bike in the sand with at least 10-15 other bikes. The lock was cut out in open public area and daylight and the other electric bike and lock was left where it was. This bike also had a surf rack and a RadRover rack over the back tire. The thief also stole his helmet and his swim fins that had been locked with it.
