White Male, around 5foot 6 with dark brown almost black hair, matted and coarse. Disheveled, believed to be homeless. Wearing jeans and white T-shirt that says DC on front dumbed his bike in the bushes a few doors from the Woodstock Deli and road off on my bike. Witness saw the man but was unable to stop him.
