Description of the theft
It was taken from the bike rack next to Tully's and Baskin Robin's around 11:15 a.m. A witness saw a Caucasian male of average height and build (~180 lbs) with short blonde hair wearing a black jacket ride off on it.
The bike is a custom touring bike, made for a 5'2" woman. It has no stickers or branding, flat handlebars (not drop bars), racks and fenders on front and back, with a built-in headlight and tail light. There was a dent in the top of the down tube. It also had a handlebar bag in front and a large yellow Ortlieb pannier in back (the Ortlieb bag has a PVC patch from previous damage).
