Description of the theft
Bike was in the private parking garage at 1601 Washington St. The front wheel was U-locked to the rack; the frame was secured with a cable lock. The thief cut the cable lock, left the front wheel behind, and took the bike. He stole a front wheel off of another bike and attached it to the bike.
