Description of the theft
My lock was cut by a man white/ Hispanic with a back pack wearing a tan or white shirt with shorts. Bike was observed locked on rack by the Whitney Hancock building on Carondelet and Poydras at about 1:50 pm. When my daughter came out to retrieve the bike it was gone. The security in the Whitney Hancock building showed her the surveillance footage.
