Description of the theft
Apartment owners decided to fix/upgrade the bike rack which my bike was locked to. They didn't contact any of the residents that they were going to fix the rack, and after they installed the new rack they just left all the bikes that were previously locked up out, again without informing the residents that their bikes may no longer be secure.
