Bicycle detail

Someone jumped inside the 9ft spike topped, locked, gated breezeway of my work (Port of Subs) in between closing the breezeway at apx 720pm and when I closed up the store aprx an hour later, 820pm

Saw someone riding it along the bike path two days later (after theft) and flagged down, riding partner stopped, they claimed to have just bought it, took my phone number, promised to call and left quickly.

Month later, no contact
