Description of the theft
African American homeless looking individual with one eye, mid length hair in twists and beard, blue jacket and cane; maybe mid 50's with some grey hair. Perpetrator cut the bike lock while I was in Target store. He approached me before entering the store, was friendly and asked for money. I was in the store for 20 minutes and came out to cut cable and bike stolen. Target has video of individual stealing bike.
