High chance the theft is a he, and he is an African American; maybe homeless or not. His height is around 5'6 to 5'9. His age seem to be between 35 and 45 years old. Lives near the levi area, I took a good guest that he lives somewhere on Monticello Ave; if not in the levi area, then he lives in downtown NOLA. However, I saw him on his bike once around 6pm near my house, around Willow street and Eagle street. He came to my house once, around late February and early March, to ask for $5-$10 and a hot plate which we could not give him. Still, we gave him some food cans. For both time I saw the theft, he has short cut hair, clean cut bear, and A SCAR ON HIS ONE OF HIS LEG that he showed to me when asked for some money. He came to my house on April 20th, my grandpa and another person saw him and talked to him.
