Description of the theft
At approximately 10:00 am on Tuesday, March 27, a Caucasian male scoped out the bicycles locked to the bike racks in front of Oakland Technical High School. Approximately a half hour later, a Caucasian male returned, pulled out a cutting device from a bag or backpack, cutting through the chain lock on my son's bicycle and he rode off with the bike.
