Description of the theft
Parked at North East entrance to business building on the bike rack at the OWATC in Ogden, Utah. White male with shaved sides of head and a mohawk style haircut with 5 inch pony tail. Dude fled into a neighborhood around North St. and 600E ran back behind the blue house through the grass opening by it. Saw some white dude with exact haircut and body size seen at N 630E Ogden Utah 84404. I wasn't even doing anything more than walking up the street and this guy was watching me the whole time.
