Bicycle detail

We double locked bikes on a secure bike rack on our vehicle parked in front of east Winners entrance to south centre mall and were inside mall for about one hour. When we returned, the bike locks had been cut in front of witnesses and security had been called but when the thief was chased by security they stopped when the thief left the mall parking lot. The thief was identified as having an electric cutting blade to sever the two cable locks and he then rode off with one of the bikes being pushed beside him.
